PPP Bid Advisory
The contract between a public sector organization and a private party, in which the latter undertakes significant financial, technical, and operational risk while offering a public service or undertaking a project. We offer our clients advice on both the buy side and the sale side of the transaction.
Our PPP bid advisory services include:
- PPP Bid Advisory: We support our buy-side clients in submitting technical proposals, including help with market analysis. We provide insight on the goals, mission, and vision. We offer our clients assistance with the creation of investment and business plans.
- PPP Bid Process Management: We help Sell-side (government clients) by providing Bid Process Management Advisory Services managing the entire bid process. Bid process management involves two stages:
- Request for Qualifications (RFQ): We study and understand the response submitted to RFQ documents by companies. We undertake the evaluation of RFQ documents of bidders and provide a detailed evaluation report for each bidder with our suggestions or opinion.
- Request for Proposal (RFP): We study the technical and commercial aspects of the proposals submitted by bidders in response to RFP. We help the client conduct a pre-bid meeting with interested bidders & we extend our support to the Client during the opening of Commercial bids. We support with evaluation of proposals providing a detailed Evaluation Report for each bidder with our suggestions or opinion.
As bid advisory consultants, we provide a detailed summary of the evaluation of Proposals and provide all assistance to the Client in the final selection of the developer for the said project.
- PPP Project Development Advisory Services or PPP Structuring Services: We help Sell Side (Government Clients) identify and conceptualize projects. We examine the feasibility and PPP amenability of those projects and help with the appointment and supervision of technical consultants for conducting detailed techno-economic feasibility studies for the identified PPP projects. We handle Bid process management and marketing of the project/s for the selection of the strategic partner for the project/s.
- Review of Concession Agreements: We review the concession agreements and identify critical concerns and risks and propose solutions to these concerns and risks. We focus was on proposing fair and balanced terms to ensure sustained amicable relations between the private player and the Government player.
- Other services include post-PPP award DPR reviews and As-Built DPRs for incorporation into concession agreements, business planning, project reports preparation, strategy formulation, feasibility study, pre-feasibility study, market assessment (traffic or demand assessment), special purpose vehicle formation (SPV) & business planning for SPV, professional assistance in Tariff Revision Exercise, Tariff guidelines review, institutional strengthening, capacity building, financial evaluation, due diligence, etc.
